    • Discusses how factions are essential for liberty
    • Can’t be removed, but must be controlled
    • Solution is to have a large republic that will control the effects of factions
      • In a direct democracy, a faction could become a majority and take control
    • Opinions have to pass through a moderating effect from representatives
    • Madison wants a strong participatory model of democracy
    • If you expand the country over different environments you will have different cultures
